Who is DAPPMAN?

The Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN) is an oil & gas industry association comprising key players in the downstream sector, especially depot owners and marketers.

DAPPMAN has a vision to unite its members, advise, encourage and support government in formulating and implementing policies designed to promote economic growth with a focus on the downstream petroleum industry.

Through its large network of members across the country and its experienced elected executive council (EXCO); DAPPMAN is well positioned to represent stakeholders in policy formation and discussions with government.

Having been an informal group since 2001 and formally registered in 2017, DAPPMAN will continue to lead the conversation on transforming the Downstream Petroleum industry.

Moroti Adedoyin-Adeyinka's -Profile

Moroti Adedoyin-Adeyinka is a highly accomplished energy leader with a proven track record of driving growth and innovation in the downstream sector. With over three decades of experience, she brings a wealth of knowledge and expertise to the table. As a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN), she possesses strong financial acumen and a strategic mindset.

Her tenure at Sahara Group, a leading energy and infrastructure conglomerate, has been marked by significant achievements. As an Executive Director, she has successfully led the downstream arm, Asharami Synergy, and overseen the Group’s financial strategy. Under her leadership, Asharami Synergy has expanded its operations, invested in cutting-edge technology, and established itself as a major player in the industry.

Moroti Adedoyin-Adeyinka is a seasoned business leader with extensive experience across the petroleum industry value chain. She is the Chairman of the Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN), serving as the arrowhead of DAPPMAN members’ commitment to ensuring world-class energy solutions and advocating for policies that foster a competitive and sustainable downstream sector
Moroti’s commitment to sustainability is evident in her initiatives to promote cleaner energy sources and reduce environmental impact. She has spearheaded projects aimed at improving energy efficiency, reducing carbon emissions, and promoting sustainable practices throughout the value chain.

Chritian Odinaka Igwe's -Profile

Mr. Chris Igwe began his professional journey at Nanac Enterprises Limited, Owerri, where he progressed from a salesman to the role of General Manager. In 1992, he launched his entrepreneurial career by establishing Chrisnak Conglomerate.
He later founded Mainland Oil and Gas Limited, a company operating across the downstream, midstream, and upstream sectors of the oil and gas industry. Its subsidiary, Newcore International Energy Limited, specializes in trading and managing tank farms for the storage of petroleum products in the downstream sector.
As a philanthropist, Mr.Igwe established the Chris Odinaka Igwe Foundation, which aims to foster the development of top-tier Information Technology (IT) talents comparable to global icons. The foundation’s scholarship program is designed to nurture game- changing IT and Artificial Intelligence (AI) experts from Nigeria, recognizing the pivotal role these fields play in shaping the future of global affairs.
In 2020, he was honored as Investor of the Year by The Sun newspaper, and in 2022, he received Nigeria’s National Award of Officer of the Order of the Federal Republic (OFR).He holds an Ordinary National Diploma (OND) from the Federal Polytechnic, Oko, Anambra State (1996), and a Bachelor of Science degree in Public Administration from Lagos State University (2015).
In 2016, he completed the Owner Manager Programme at Lagos Business School, earning a Postgraduate Certificate. He further enhanced his academic portfolio by completing the Owner/President Management Program at Harvard Business School, USA. Additionally, in 2019, he was conferred with an Honorary Doctor of Science degree in Human Resources by Wesley University, Ondo State.

Mr. Ibrahim Ali is a seasoned finance and business leader with over 16 years of progressive experience spanning business strategy, Strategic corporate finance, accounting, cost management, tax planning, ERP implementation, and risk management. Renowned for his ability to align financial operations with global best practices such as IFRS and NGAAP, he has consistently delivered results through cost optimization, working capital efficiency, and innovative fundraising strategies.

He currently serves as the Managing Director/Chief Operating Officer of AYM Shafa Holdings Limited, where he oversees the business and financial operations of the group and its subsidiaries. Under his leadership, the company has achieved significant milestones, including a complete restructuring of its financial systems and the transition to internationally recognized, world-class certifications. He is at the forefront of the organization’s diversification drive, playing a pivotal role in expanding the company’s footprint and positioning it as a top market leader in the Nigerian energy sector and beyond.

Prior to his current role, Mr. Ali served as Executive Director/CFO of AYM Shafa Holdings Limited.

He previously held several key leadership positions at Eterna Plc, a major player in the Nigerian oil and gas industry. As Head of Finance (2018–2020), he directed all finance and accounting functions, ensuring full compliance with local and international regulatory frameworks. From 2015 to 2017, he served as Head of Treasury, where he managed liquidity, investments, and foreign exchange operations, successfully hedging FX risks and securing competitive financing in the capital market. His earlier roles as Senior Financial Accountant and Financial Accountant honed his expertise in reconciliations, transaction management, and internal control frameworks.

Across his career, Mr. Ali has been instrumental in optimizing internal financial controls, streamlining processes, and enhancing liquidity management — consistently driving profitability, operational efficiency, and business sustainability.

A Fellow of the Institute of Chartered Accountants of Nigeria (ICAN), he holds a B.Sc. in Accounting from the University of Lagos and an MBA in Business Administration from the University of East London. Otunba Bolaniran Adeyeye is a seasoned professional with extensive experience in the oil and gas industry, business development and corporate leadership. With an academic background spanning philosophy, law, public administration and industrial relations, Otunba Adeyeye has built a diverse skill set that combines strategic thinking, legal expertise and business acumen.
He is currently pursuing a Doctorate in Oil and Gas Law at the University of Lagos, reflecting his commitment to continuous learning and industry specialization. In his professional career, Otunba Adeyeye has held key leadership roles, including serving as the Managing Director of Soka Petroleum Ltd since 1992, where he oversees operations in Nigeria’s petroleum sector.
He is also the Director of Optima Energy Resources Ltd, Vice Chairman of BBA Ventures Ltd and Vice Chairman of 1828 Farms Ltd, showcasing his versatility across energy, agriculture and business ventures. Additionally, as Chairman of 1828 Cashew, he has spearheaded initiatives in agribusiness and renewable energy resources.
A visionary leader, Otunba Adeyeye played a pivotal role in the establishment of NIPCO Nigeria PLC, collaborating with the Independent Petroleum Marketers Association of Nigeria (IPMAN). He was instrumental in securing ₦1.46 billion in funding to drive its acquisition, a testament to his ability to navigate complex financial and operational landscapes.
Beyond his professional achievements, Otunba Adeyeye is deeply committed to community service and leadership. As the 20th President of the Rotary Club, District 9130, and a traditional titleholder as the Maiyegun of Ede Land, he has demonstrated a strong commitment to social development and cultural heritage.
He is also an active member of the Nigerian Bar Association and an advocate for ethical business practices in the oil and gas industry. Otunba Adeyeye’s expertise spans oil and gas consulting, legal advisory, corporate leadership, public administration and industrial relations.

Ngozi Ekeoma

Ngozi Ekeoma's - Profile

Ngozi Ekeoma is an astute entrepreneur, wealth creator and employer of labor. Her business interests span across different fields in oil and gas, agriculture, manufacturing, power, money market, shipping and logistics. A lawyer by profession, she has received several trainings in management, alternative dispute resolution, leadership and strategy both at the local and international levels. She is an alumna of the prestigious Harvard Business School. She sits on the Boards of many companies and businesses. Presently, the Group Managing Director of Nepal Group of Companies, she is also the MD/CEO of Nepal Oil and Gas Services Ltd which is now Nepal Energies, Quest Shipping Ltd, Sorties Logistics, Emline Nig. Ltd, Genesis Electricity Ltd, and South Globe limited, Nepal Upstream and lots more.

Ngozi hails from Igbere, in Abia State, Nigeria. She attended Immaculate Heart Secondary School, Umungasi Aba (high school), the University of Lagos where she obtained a diploma in Criminal Justice Administration and later Bachelor of law degree (LLB). With a degree in law, she proceeded to the Nigeria Law School where she trained as lawyer and was called to the Nigerian Bar as solicitor and advocate of the Supreme Court of Nigeria. She also holds a master’s degree in law from Unilag. She attended the Harvard Business School, Boston, USA. She is a member of the Nigerian Institute of Chartered Arbitrators, Nigerian Bar Association, Patron of the Boy’s Brigade of Nigeria, “Mother” of the Christian Girls in Training (CGIT), strong member of the Women’s Guild of the Presbyterian Church of Nigeria and lots more.

Ekeoma is a multiple award-winning entrepreneur. She has won the Oil Gas Woman of the Year, Award for Entrepreneurial and Career Development, awards in Management and Leadership among others. As philanthropist she founded and drives the Pa. Anyaso Skill Acquisition Centre, a foundation that trains youths and women in vocation, skill and crafts. Mrs. Ekeoma has awarded several scholarships to the indigents under the Nepal scholarship Schemes which is driven by the Corporate Services Department of the Nepal Group. In 2020, she pioneered and championed the construction of a world class isolation Centre\ and molecular laboratory in Abia state as part her contribution towards combating Covid 19 and for infectious disease control within the country during the pandemic. Mrs. Ekeoma apart from championing the construction of the ultramodern molecular isolation center, was quite visible in the war against Covid and pandemic lockdown in 2020 and 2021 by providing food and other palliative to the most vulnerable households and churches.

To her credit, Nepal Group over the years, has offered over 2000 employments to Nigerian citizens even as the unemployment rates in the country geometrically grows. Apart from offering huge employment opportunities to the Nigerian youths, especially in Delta state, Ngozi has through her company, Nepal Oil built an ultramodern block of classrooms at the proposed Police College/Training Centre in Oghara, Delta State. She also founded Ngozi Ekeoma Foundation (NEF) for the empowerment of women and youths and her so far, through Ngozi Ekeoma Foundation and Pa Anyaso Skill Aquisition Centre over the years, has empowered nearly 2000 women and youths.

Barr. (Mrs.) Ekeoma is now a member of Abia State Security Trust Fund and also a member of Governing Council of Aviation College. She is a Ruling Elder of the Presbyterian Church of Nigeria. She is married with four children and three grandchildren.

Ada Chukwudozie

Adaora Chukwudozie's -Profile

Adaora Chukwudozie is a seasoned business executive with over 29 years of leadership experience in manufacturing, oil & gas, and corporate governance. She currently serves as Executive Director at Dozzy Group and Chairman of both Keystone Bank and the Manufacturers Association of Nigeria (MAN) South East, overseeing 150+ companies across Anambra, Enugu, and Ebonyi States.

She has completed executive programs at Harvard Business School (Driving Corporate Performance) and The Wharton School (Mergers & Acquisitions), and holds diplomas in Business Admin, Law, and Mandarin.

She has served on several high-level committees and boards, including the National Tripartite Committee on Minimum Wage, Enugu State Transition Committee, and the Governing Board of Federal Polytechnic Oko.

A recipient of the National Productivity Order of Merit (NPOM), Lady Ada is a Fellow of the Institute of Directors (IoD), Fellow of the Chemical Society of Nigeria (FCSN), and Member of the Nigerian Society of Engineers (MNSE).

Patience Dappa is a visionary leader with an exceptional track record in law, corporate governance, and strategic management. As Group Managing Director of Masters Energy Group, she has played a pivotal role in driving innovation, achieving operational excellence, and fostering sustainable growth across the energy, finance, and manufacturing sectors.
With over 30 years of professional experience and more than 15 years of dedicated service at Masters Energy Group, Patience has held several critical leadership roles. These include Group Company Secretary and Legal Adviser/Head of Legal, Group Head of Human Resources, and Group Chief Operating Officer. Since her appointment as Group Managing Director and Chief Executive Officer in 2019, she has demonstrated strategic foresight, delivering innovative solutions, streamlining operations, and navigating complex business challenges with resilience and integrity. As the current Chairman of JUHI 2, she continues to exhibit strong leadership and strategic vision.
Patience is deeply committed to lifelong learning and professional development. She has participated in executive leadership programs at some of the world’s most prestigious institutions, including the Saïd Business School at the University of Oxford, the Judge Business School at the University of Cambridge, the Smith School of Business at Queen’s University in Canada, and Lagos Business School in Nigeria. History of DAPPMAN

Originally named “The Depot and Petroleum Products Marketers Association” –DAPPMA

This Association can be historically described as a child of providence and was spawned by the emergence of indigenous Nigerian entrepreneurs who boldly stepped in, to assist the Federal Government of Nigeria (FGN) in developing refined petroleum products bulk storage and distribution infrastructure in the coastal areas of the country.

Up to the twilight of the administration of the late General Sanni Abacha, in early 1998, the downstream sector of the Nigeria Oil and Gas industry was firmly under the control of the Federal Government of Nigeria through the national oil company, the Nigeria National Petroleum Corporation (NNPC) and its downstream subsidiary, the then Pipelines and Products Marketing Company Limited now re-named Petroleum Products Marketing Company Limited (PPMC). The NNPC/PPMC ensured nationwide distribution through (1) the then major players in the downstream sector, namely TOTAL, TEXACO, UNIPETROL, AP, MOBIL and CONOIL who between them and (2) with the thousands of Independent Petroleum Marketers’ Association of Nigeria (IPMAN) registered petrol retail outlets kept the nation adequately supplied with petroleum products. The period up to 1999 had witnessed major and devastating challenges faced by NNPC/PPMC to ensure adequate products supplies from its 21 strategic depots since the pipeline networks were constantly and regularly vandalised with disruptive adverse Consequences. 

Encouraged and galvanised by the then General Abdulsalam Abubakar regime’s partial liberalisation of the downstream sector of the Nigerian oil and gas industry in 1998, whereby independent marketers briefly were licensed to import white products, indigenous entrepreneurs plunged in and some such as late Engr. George Ikemefuna Enenmoh the founder, MD/CEO of Ascon Oil Company Limited discovered that to successfully import, it was more commercially viable to own rather than lease bulk storage facilities. At the time he linked up peers like Chief Sylverius Ikenegbo Okoli, who had retired from the then National Oil and Chemical Company (NOLCHEM), now Conoil Plc and had established the West African Bitumen Company Limited (WABECO). WABECO at the time had its Bitumen Depot at the Ibru Private Jetty /Port Complex, Ibafon, Apapa Oshodi Expressway, near Tin CanIsland Port, Apapa, Lagos along with the MOBIL/ERES Bitumen Depot. The late Engr. George Enenmoh, was one of the very first indigenous entrepreneurs who commenced the construction of White Products bulk storage tank facility in 1999 (completing the first phase of the Ascon Oil Depot, Ibafon by June 2000) who also encouraged others like the 2 Bitumen Depots already established and the IBACHEM Depot (established for storage of Chemicals initially) to also convert to the storage of white petroleum products. Later entrepreneurs like Mr. Femi Otedola came on board to tap into liberalization of the downstream sector by the Federal Government in by establishing Zenon Petroleum Company and constructing its depot. 

The period after 1999

Thus by the year 2000, these new Depot Companies were sourcing products from NNPC/PPMC by applying for and obtaining Coastal allocations of petroleum products which they paid for; transshipped; discharged into their bulk Storage tanks and sold/marketed to customers for retailing through petrol stations and also facilitating bulk supplies to industrial and commercial customers generally. This ensured regular and more constant supplies of petroleum products in a way and manner which ensured that the perennial petroleum products shortages/queues were becoming a thing of the past. Gradually they were capturing a sizeable chunk of the market for such products supplies. Enviable as these steps were, however, there is no gain saying the established players in the downstream sector felt threatened and surely would have moved against it. 

This they did by influencing the President Olusegun Obasanjo Government to ban the Coastal/allocation and supply of Petroleum products by NNPC/PPMC to all such indigenous owned Depots alleging that these Depots were a security threat and were being used to carry out clandestine activities and to smuggle in arms and ammunition into the nation. This ban was effective December, 2000 and unfortunately remained in place for over 7 to 8 months. 

Early Beginnings

It is to protect the bludgeoning local investors and their investments in the sector that informed the decision of late Engr. George Enenmoh to call on investors of like mind such as Femi Otedola, Chief S.I. C. Okoli; Chief Cletus Ibeto to form the association: Depot and Petroleum Products Marketers Association of Nigeria with the sole aim of having a common voice to respond to the Government and regulatory bodies; to protect and foster unity and cooperation amongst such entrepreneurs in the Nigerian Downstream Petroleum sector.

At inception, late Mr. George Enenmoh was the protem chairman and co-ordinator and in deference to Chief S.I. Okoli, who had retired as the MD/CEO of the then National Oil Company, one of the then major players in the sector, the former had discussed with the latter, the possibility of handing over the chairmanship of the association to enable it gain wider acceptance. This was the intention of the late Mr. George Enenmoh which he could not implement before his death in the ill-fated Bellview Airline air crash of Saturday, 22nd October, 2005 at Lisa, Ogun State which claimed his life and that of many other illustrious Nigerians.

Chief Sylverius Ikenegbo Okoli led the Association (from late 2005 to 2012) through some turbulent times which culminated in the recognition of the Association as a major force by the Federal Government of Nigeria. Following an election held on the 22nd of July, 2012, Chief Okoli was succeeded by an Executive Committee led by Prince ‘Dapo Abiodun. Giant strides were accomplished under the tenure of Prince Dapo Abiodun as Chairman, including but not limited to the recruitment of an Executive Secretary and also the final incorporation of the Association on the 28th day of November, 2017 as the Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN) after numerous attempts to achieve same. Also following the election of Prince Dapo Abiodun MFR as the Executive Governor of Ogun State, the Association held elections on 11th July, 2019 and a new Executive Committee, headed by Dame Mrs. Winifred Akpani took over leadership of the Association.

The growth of the Association had been sustained over the years by the valuable and major contributions of members of the various Executive Committees and whilst they compete with and amongst each other, DAPPMAN member companies speak with one voice at all times and in all situations. In the process generally portraying the Associate as a collection of highly respectable and patriotic Nigerian entrepreneurs who believe in and have shown in concrete terms their commitment to the economic development and growth of our country, Nigeria.
